The National Center for Municipal Civil Security Reserves has the following missions: foster creation and development of municipal security reserves within local authorities; standardize volunteer training; inform and relay alerts and institutional prevention messages; inform the public during crises about recommended actions; promote resilience; encourage volunteering; train the public and volunteers in rescue techniques; and raise awareness about risk culture.
